How Trump dealt with the Stormy Daniels payment in his disclosure has been closely watched, particularly after his attorney Rudy Giuliani gave interviews earlier this month saying the president had repaid Cohen, a payment that had not shown up in Trump's report past year.

The disclosure has raised fresh questions as to whether the payment covered hush money to silence Stormy Daniels, a former porn star who claims to have had an affair with Trump.

He also the president was "fully aware" of his decision to reveal the fact that Trump had reimbursed Cohen in a previous Fox News appearance and "endorsed the strategy".

The president was not obliged to mention the payment, but made a decision to do so "in the interest of transparency".

"In 2016, expenses were incurred by one of Donald J. Trump's attorneys, Michael Cohen", read a footnote on the form, which was released by the Office of Government Ethics.

"I am providing both reports to you because you may find the disclosure relevant to any inquiry you may be pursuing", David Apol, acting director of the Office of Government Ethics, wrote to Deputy Attorney General Rod Rosenstein. Now he's suing to get Stormy's lawyer to pay up.

Cohen is under investigation by the FBI, which raided his home and office last month and seized documents that included information about the payment to Daniels.

The Washington Post reported that Cohen is under investigation for possible bank fraud, wire fraud and campaign finance violations.

Althoff said Novartis, which is based in Basel, Switzerland, had hired Cohen for $100,000 per month, but determined after a single meeting with him that he wouldn't be of use.

"Not a lick. We're completely uninvolved in that".

The reports about the payments to Cohen drew largely on a "suspicious activity report" or SAR, filed by First Republic Bank.

Cohen is now the subject of a criminal investigation via the US Attorney's office in the Southern District of NY.

That statement was couched in a footnote on the 45th page of a 92-page disclosure.
