He traveled with the president and was among the highest-paid aides in the White House. In fact, senior officials tried to convince him "to stay and fight", a White House official says. Yet Porter had sat in on meetings of the National Security Council where top secret matters were discussed, according to three people familiar with the situation.

The White House acknowledged on Thursday that it mishandled a burgeoning controversy over a senior official who has been accused of domestic abuse. "Then there's the issue of what did Rob Porter tell White House officials as well". Porter never received a permanent clearance.

Shah said that Porter - who has been at the White House for more than a year - was still operating on an interim security clearance because his background check had not been completed.

"I don't think any standard applies", Shah said. "But this is further evidence of a nonexistent vetting process". Porter's ex-wives detailed the allegations to the Federal Bureau of Investigation over the course of a routine background check, they told CNN's MJ Lee.

White House Chief of Staff John Kelly viewed him as a right-hand man who would impose his system of order in his absence. The secretary would have access to two computer systems, one classified and the other unclassified, the former official said.

"We all could have done better over the last few hours, the last few days, in dealing with this ... but the emerging reports were not reflective of the individual we have come to know", Shah said.

There have been reports of Porter's second wife also receiving a temporary emergency protective order in 2010 after Porter allegedly refused to leave her residence.

Mr. Porter's ex-wives, Colbie Holderness and Jennifer Willoughby, both went public in The Daily Mail with accounts of what they described as physically and emotionally abusive behavior. The Intercept published its interview with Holderness on Wednesday.

Ms Holderness, a USA government analyst, said Mr Porter had kicked her on their 2003 honeymoon in the Canary Islands.

Ms Willoughby, a motivational speaker, told the Daily Mail she was married to Mr Porter from 2009-13.

Porter called the allegations "outrageous" and "simply false".

"To understand John Kelly is to understand that he is, first and foremost, a Marine and somebody who obviously has a lot of respect for the country and for whoever's the commander in chief", Panetta said. White House Press Secretary Sarah Huckabee Sanders has repeatedly said the administration's position on the women's claims are that they are lying.

Kelly also falsely accused Wilson of grandstanding about her role winning funding for a new Federal Bureau of Investigation building in Miami at its 2015 christening.

"He is a friend, a confidante and a trusted professional", Kelly said.

Pence ignored the question entirely, replying, "It's a great honor for me to serve as vice president".

Several White House aides said Wednesday that Kelly's statement was a mistake.

To be clear, Rob Porter is Donald Trump's right hand man - his personal secretary.

"He was surprised. He like many of us, did not see that in Rob Porter", Shah answered when asked about President Trump's reaction to the allegations.
