Kadirov is not considered a suspect and it is unclear what connection he may have, authorities said.

Earlier Wednesday FBI released a wanted poster for Mukhammadzoir Kadirov, but authorities said at a news conference about an hour later the man had been located by federal authorities.

Resident Tareika Giles, 36, a mother of two girls, remembered Kadirov - her former second-floor neighbor - as a quiet family man.

A few minutes after the poster was released, Federal Bureau of Investigation official Bill Sweeney said law enforcement officials had found Kadirov.

Prosecutors allege that Saipov had been planning the attack for weeks and that he was inspired by the Islamic State terror group. This not from our religion. We as Muslims completely reject this kind of actions.

Kadirov also quoted a passage from the Quran in his statement. It was not clear whether or not Kadirov was that person.

Of those killed on Tuesday, five were Argentine tourists, who were among a group of friends visiting NY to celebrate the 30th anniversary of their high school graduation, one was a Belgian citizen, one was a NY resident and one lived in New Jersey.

A video, obtained by Al Arabiya, shows the alleged suspect in the NY terror attack running and trying to escape after he mowed over dozens of bikers and pedestrians on Tuesday. An NYPD cop then shot and wounded him.

Saipov was charged Wednesday in a criminal complaint after the Tuesday afternoon attack killed eight people near the World Trade Center.

Sources said that Saipov was pleased with the attack and was unapologetic, according to CBS News.
