"Right now, widespread abuse in our immigration system is allowing American workers of all backgrounds to be replaced by workers brought in from other countries", President Trump said.

President Donald Trump's latest executive order focuses on the way the federal government gives visas to highly trained foreign workers. The order included a section geared at immigration reform.

Administration officials said that the order seeks to strengthen requirements that US-made products be used in certain federal construction projects, as well as in various federal transportation grant-funded projects. But Trump says companies exploit the system to the disadvantage of American workers.

As indicated by the executive order signed by Trump, the Secretary of State, the Attorney General, the Secretary of Labor, and the Secretary of Homeland Security should propose changes to help guarantee that H-1B visas are granted to the most talented or most skilled applicants.

H-1B visas are intended for foreign nationals in occupations that generally require higher education, including science, engineering or computer programming. But White House aides said it aims to overhaul the current lottery-based system with a merit-based programme that would restrict the visas to highly skilled workers.

The H-1B visa is a good thing in many cases. As per several U.S. reports, a majority of the H-1B visas every year are grabbed by Indian IT professionals.

About 85,000 H-1B visas are distributed annually by lottery. This year, 199,000 applications were received, CNN reported.

Companies that make heavy use of the H-1B program, such as Cognizant Technology Solutions Corp.

Not yet, since there is no direct action to that effect in the order, but there is an invitation for reform proposals from U.S. agencies in view of the programme. "This does nothing", said Senator Charles Schumer of NY, the Democratic leader.

Trump said he hopes his new executive order puts a stop to this. It's not going to fix the problem.

"We would encourage changes to the H-1B visas program", IBM CFO Martin Schroeter told CNBC in an interview.
